Problems

Hello
We are trying to make a papier mache head for a Jack Skellington costume.
We have a large balloon but when we cover it it takes ages to dry and ends up wetting all the previous layers, feels like it will never be solid.
Using newspaper and wall paper paste mixed to hang heavy papers
Any info greately appreciated

You're probably simply making it far too wet.  Keep your paste fairly thick - double cream consistency.  Use only a smear to cover the surface of the paper and allow to dry between not more than two layers.

Winchman, do you know what type of wallpaper paste it is?  Wheat flour or cellulose, or other?

You don't need a large amount of paste on the paper, as David pointed out.  Cover it, but cover it thinly with the paste.

If it's a cellulose-based paste (clear when mixed), I prefer a thinner mix, about the consistency of raw egg white, for faster drying.

Also, place the ball in front of a fan (no heat) if you can, which will help speed the drying.

I suggest you to have cellulose-based paste because if it is used in a good amount it gives strength to papier mache head for a Jack Skellington costume. Also as mentioned, use appliances such as fan with no more heat which helps to dry it faster.

In the end we filled the shell with expanding foam, then carved out a hole for his head, worked well
