FYI: ethyl cellulose adhesives -commonly employed as hair spray- dry quickly, do not remain tacky, and are water soluble.

It dries awfully fast, like instantly, when sprayed. You would have to get it in the pump spray bottle to have it in liquid form.
Interesting idea, though.
