I have developed a way of laminating and shaping card that is working really well and helps with a shape like this. I love the gracefulness of these creatures.
Dave has not answered the Steve Sacks question, but I think the laminating and shaping method could be soaking cardboard (pizza box kind) and using an object as a mold to take the desired shape, then let it dried.

Nice ray, Dave! On a scuba dive one swam past and captivated me, too.
What's your new laminating/shaping method?
