The simplest way is probably to use stiff wire.  Start with making a loop where the head will go, then bend it to form the spine, arms and legs. Then apply your papier mache, pulp or strips, and build it up.  If you are using pulp, it would probably be best to press on a moderate layer just to get it attached to the wire, let it dry well, then build it up with more layers.
