At last you got around to saying what you wanted to make - at least it's not an elephant or an ocean going liner. So, a skateboard. You say a model . . . does that mean it doesn't need to take anyone's weight?
If I have guessed right, the best armature would be a double layer of corrugated cardboard, cut to shape, the layers glued together with PVA and then with paper layering (laminated) for about four layers.
If you want more advice, you will have to give much more information about what you hope to achieve.

Since it's usually scaffolding pipes, and you're scaling down, try some strong wire or even drinking staws. Use a piece of timber for the ground and put the straws or wire into pre-drilled holes.
