I'm about to embark on project to make a roman style bust or perhaps a scaled down full statue and was wondering if anyone's had any experience with something like this and has any tips for getting the frame together, etc

Maybe you should think about using molding clay as your armature. You can always remove it by digging it out after the first stage is dry. You could also use pulp. I suggest you get as many images of what you have in mind (google images) before you start to use as a guide.
