What do you recommend for a frame work to start with to make papier-mache photo frames?
I make a lot of frames for an artist friend of mine. I use stiff cardboard from old boxes as a base and then use strips of paper or pulp depending on the type of frame she wants. I tend to work on a fairly large scale though so I don't know if it might be a bit too bulky for your photo frames.

Wood is ideal; the main point is it can be any old stuff. Sometimes there are square or rectangular cross-section containers . I find the ones for Swish curtain rails are good. They are strong, light and easily covered.

I've had a second thought. The word wood might be sacrilege on this site - but, then, we use it for armatures and suchlike. I think the point is that it doesn't matter what is underneath (as long as it won't rot) . . . it's the work on the outside that matters. (There's a thought for the cosmetic manufacturers!)
Another method I'm using is to take a piece of UPVC roofing offcut as the base - light, strong, rigid - and build up from there.
