What country are you in?
When you say 'robust', what conditions would it have to withstand?
Would any location be out of doors?
Do you have a design already?
You say 3m high . . . is there any limit to footprint?
Pay for time and materials . . the materials would probably not cost much but time and skill would be considerable. Are you able to look at £1000+?

The team are based in Slough, Paris and Frankfurt. We are willing to work with anyone based UK, France or Germany.
We are planning to place the statue in large public indoor locations across Europe where there may be high business footfall. We would need it to be robust for transportation purposes.
We don't have a design already and are open to creative ideas. The base could either be a purpose built plinth (that we can organise if needed) or free standing. We haven't stipulated a base size but it should be big enough to be stable and within reason so it doesn't limit the wider thoroughfare.
£1000+ is fine and we may need to look at hiring a location to create this as the average art studio may not be big enough.
We would also recognise the designer on this piece.
