after making paper mache and it dries, how do you make it shiny and smooth?

Do you use strips or pulp?
You can use this method with either one anyway.
After your work is totally dry mix some baking soda and acrylic paint and apply that to your project. If you ate using pulp it will work better if you file it some first. Metal files are the best. Rasps are good too. Small ones are available at www.blick.com
Let your piece with the mixture of soda and paint dry completey. Just because acyrylic paint is dry to the touch doesn't mean it is really dry. Wait at least two days before next step or if object is small put in oven overnight at 170 degrees.
Now you need to sand with drywall sanding screener.
It looks like screen. You can buy it at the hardware store.
That will get your object smooth.
For shiny try Krylon triple glaze crystal clear glaze. It's sold in spray and jars.
